Hi, I transferred all my photos from iPhone to Macbook, due to the fact that my photo took 30 GB of memory; further, after I started deleting photos from the iPhone itself, the memory doesn’t decrease and so 30 GB remains.

It appears that you're having an issue clearing the storage space on your iPhone. When you deleted your photos, did you also clear the Recently Deleted album? You can see how to manage your photo and video storage here.

Thank you all very much for your help. I have a question: if I delete my photo folder (which weighs 4.7 GB) in iCloud Storage, will my photos remain? Will they not be lost? If I transferred them all the more to my mac os, which is also connected to my iCloud?
Yea, I also clear the Recently Deleted album.. And memory doesn`t decrease(
Does the amount of storage under the “Photos” category decrease, when you delete photos?
Did any storage category change when you cleared the Recently Deleted album?
Unfortunately not. Just checked, minus 3000 photos, maximum of 600 MB of memory removed

If you delete the photos folder, the photos will probably be deleted from iCloud, which will then delete the photos from the Mac since it is syncing to iCloud.
