Why am I not receiving my iCloud monthly billing?
If you are subscribed to an iCloud storage subscription, then when you are billed, you should be receiving an email receipt from Apple. Are you subscribed?

Yes, been for years stopped receiving email receipt back in the summer some time.
And you are subsequently charged for the monthly subscription?
