I lost all my contacts.

I didn’t mean to delete my iCloud account but unfortunately I did. However, I was able to get it again but I didn’t get any of my contacts. How can I retrieve my contacts?

iPhone 6, iOS 12

Try -- Restore contacts, calendars, bookmarks, and more using iCloud.com - Apple Support.
