iCloud Music Library Not Listed In Settings

I bought a subscription to iTunes Match, and in order to use it I need to turn on iCloud Music Library on my iPad. The problem is, there is no option for iCloud Music Library anywhere in my settings. I know that it's supposed to be under Music settings, and it's just not there. I have iPadOS 14.1 so it's all up to date. Help?

It's now known as Sync Library and from the looks of it in your screenshot, it's already turned on -- Turn on Sync Library with Apple Music - Apple Support.
