Cannot remove Activation lock

Hey,

Just bought an Apple watch 3 from someone with their account still connected to it. I let her know and so she removed her account so she can no longer see the watch in her device list. However, it still comes up with Activation lock.

I think she missed a step? But what can we do now if she cannot access the watch? Do I need to log in to her account, I probably wont be able to get her information.
