Merging from separate to family plans

If my husband and I previously paid for separate storage plans and now we want to do the family sharing option, how will he get his old information added to the family account?

You just set up family sharing for iCloud and access your data as it already is using your AppleID on your device. There is no migrating of data - the data and subscribed storage is all simply handled on Apple’s end automatically by the iCloud system. Your data doesn’t actually move anywhere. All that changes is what billed subscription plan your data is associated with.
