iPad Mini 2 display problem

A family member has been having problems with his iPad mini 2. The display is pretty much completely distorted with lines running down it. It works alright for a few seconds but then you can only see distorted colours of the background on it. If you try changing the orientation, you can vaguely see it rotating, but again the display is distorted (like you're looking at it through frosted glass).


He's said it hasn't been dropped or had anything spilled on it. I've tried restoring it to factory settings or to a backup, but it doesn't seem to resolve it. It's running iPadOS 12.4.8
