Can't send emails using Apple Mail program

Why am I getting an error message: Connections to the server “p72-imap.mail.me.com” on the default ports timed out? I can receive emails. This seems to happen every so often and then it just starts working.

My Mail account says: "Connections to the server “imap.mail.yahoo.com” on the default ports timed out." What does this mean, and what do I do about it? I have not been able to receive or send emails on "Mail" since July 2019. Whenever I open it up, it tries to connect, then gives the message: "Connections to the server “imap.mail.yahoo.com” on the default ports timed out."
