I have been through the iforgot.apple.com and I keep getting the same thing. I can't sign into icloud on my mac and it freezes up on me and I have to force quit system preferences.

Does anyone have a solution for me so that I can reset my password on my mac? When I change my password on my iPhone or iPad the same thing happens again and again.

You had entered the incorrect credentials to sign with iforgot.apple.com or if other person who knows your Apple ID address only and try to enter the account , it will be locked from server , minimum eight hours is the locking time , the best way is try to sign in with Apple ID and password after twenty four hours .
