What I want to know is can I begin a new project in 9:16 and work with that all the way and export it as that aspect ratio?

Yes, of course.
Create a new project, and choose the desired aspect ratio.
Press Command-N to create a new project.
If you just see this:
then click "Use Custom Settings".
Use "Vertical", or "Custom".

I'd really like to be able to set it to 2268 x 4032 ( also 9:16 ) but this will do for now.

That is easy too. You just need to choose Custom instead of Vertical and type in the desired dimensions. 😀
