Why can't I change my activity goals?

When I open the activity app on my watch there is no button that says "change goals"? The only time I have ever changed it was when I got a notification that I wasn't hitting my goal and I should probably lower it. However, I have recently become more active and have been consistently hitting all three goals and would like to challenge myself.
