Voicemail does not appear in phone settings

Cannot get voicemail on my iPhone 12 pro. There is no “voicemail tab” in settings. Any ideas

cannot access setup for voicemail This Iphone 12 will not allow me to set up voicemail. Any ideas as to why when I press and hold the voicemail tab nothing happens?

The voicemail tab is in the Phone app to the extreme bottom right. That tab should be there even if Voicemail is not setup.
