Can't view or update payment info, getting "unknown error has occurred"

I've been trying to check payment info for my Apple ID, but every time I log into my account at https://appleid.apple.com next to Payment Information it says "Your payment information is currently unavailable, please try again later." Then I also get a popup box that says "An unknown error has occurred."

This has been going on for over a week now, is Apple ever going to fix this?

The reason I'm trying to get to my payment info is because my spouse (using our family plan) is unable to order any books or anything from iTunes because it says the payment information needs to be updated, which is strange because I updated it weeks ago. Now I can't update it at all and he can't make any purchases. My spouse gets the same messages and errors when trying to log into the Apple ID site, too.

Are you running any anti - virus programs? Using a VPN?

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Also try the Safe Mode.
