who can I contact in order to cancel an older gift card with not enough credit in my account? I want to change the location of my apple ID and I need to spend those 0.88 cents left

Since you can't change your region of your Apple ID with an unused balance, and 88-cents is too low to spend on anything to clear out you'll need to contact Apple directly: https://getsupport.apple.com.
