It sounds you may be doing this from your Mac? If so --

If you're using macOS Mojave or earlier:
If you have multiple Apple IDs in the iTunes Store and the App Store, you can invite each of your accounts to the group, so you can share purchases from your other Apple IDs with your family.
I can't figure out how to resend. I'm in System Preferences>Family Sharing>iCloud Storage. It lists me and my wife, showing her as Not Using. There is a Change button, but that just shows my current 2T plan. No button for sending an invitation.
When I try to add her, the response is that I can't add her because I have already added her. It says "View member details at any time in family details." When I look at her details, there is no option for inviting her to share iCloud.
She's in the list. But it says, accurately, "not sharing." That's what I'm trying to change.

Yes. Using Mac, though could switch to phone. My wife is already in as a family member. Do I have to delete her and add her again?
Then if she already part of Family Sharing, what is the issue?
She’s paying for 50G iCloud storage. I want to add her to the 2T we have instead. She’s listed in the family sharing iCloud ad ‘not sharing’
Follow the instructions I provided above to send her an invite.
Then it sounds like you've already added her and therefore should see her in the list (under family) how much storage she's using. If you're not seeing her, then -- Get Support.
