Photoshop Elements 2021 is supported on macOS Mojave 10.14.n, Catalina 10.15.n, and macOS Big Sur 11.0 (when released).

Photoshop Elements 11 was intended for OS X 10.6.n Snow Leopard through OS X 10.8.n (Mountain Lion) and will not run on your new Mac mini.
