I know my password but can't get past the 2 step because I changed my number

Hello, I really want to get on my other Apple ID for Itunes. I know my email & password (and the old number) but it asks for the code sent to my old number, I say I don't have access to this device & want to start account recovery but It just says verification failed, any idea?
