i have forgot my encrypted backup password.
i have try the setting reset and its not working as i have erased/formatted my old iphone and trying to download data in new iphone.
is there any other way to recover or reset the encrypted password

Nope your going to need to restore your device to factory settings. Hopefully you have a backup
