how long should the "Extracting Software" step take in the restore iphone process?

I am attempting to restore the software to my iphone X and am currently on the "Extracting Software" step. The progress bar is at about 5% complete but has not moved from the 5% in about an hour. I have the iphone plugged into my computer's USB port and the spinning circle icon in the itunes window is still rotating so it appears that the process is not locked-up. The step says its "Waiting to upload songs from the itunes Music Library". How long should this step in the process take before I should attempt to start over?

Connect iPhone to Computer / Mac

Settings > Touch/Face ID & Passcode > USB Accessories > [Enable]
