When it says iTunes is downloading the software for this iPhone nothing else ever happens

I’m trying to restore my 11pro max. Once I hook it in my laptop, set up the recovery mode screen, click update and restore, a screen appears that says iTunes is downloading the software for this iPhone and will restore my phone when the download is complete….. after so long it just kicks me off like I haven’t even tried restoring my phone. I then start the process all over but have the same outcome. Someone plz help
