On the 16th Oct 2020 I bought a new iPad Air 4 and I'd heard that you get TV+ free for 12 months when you buy a new device.
I've just seen the 'offer' but when I go to 'Check Availability' it wants me to sign up to the free 7 day trial and then £4.99 a month. How do I get the offer?

Redeem the offer on your new Apple device (iPad), in the TV app, as registering that device qualifies you. That is the check for eligibility. This is also described in the guide, as linked by rkaufmann87.
