No text received sound when on a call

We have an iPhone 6s, 11 and 12 and when we're on a call none of us hear a "text received" sound. The phones are not switched to silent, we are on iOS 14.1, we have checked all of our settings, sound and notification settings and have text tones on, and we are not on DND mode. Unless we're looking directly at our phone to see a message only the banner displays or a number to indicate that there are texts in Messages. Even while on a call and texting someone in the message itself there is no text sound alert when receiving a text.

We contacted AT&T and they told us to restore factory settings, including for the brand new iPhone 12. After more testing we realized we don't hear any sounds while on a call e.g. new mail, gchat received, etc.

Does anyone know how to resolve this issue?

Some others have reported the same thing. The standard troubleshooting steps for users is to restart, reset, restore from backup, restore to factory. There have also been some saying that this was a quiet change made by Apple due to the number of complaints received regarding getting notifications during phone calls. I've not seen anything in any statements from Apple, although one poster claimed this is what a representative from Apple told them. There is no way to provide that.
