Set up email account on new iPhone

We are trying to set up a mail account on a new iphone SE. All the instructions say to open Settings, open Mail, then "Accounts", except the word "Accounts" is not there!

(My SE 2020 is all set up, but I am trying to help a friend with her new iphone SE. My phone does have the word Accounts, but hers does not! Same exact phones!!)

Is there another way to set up this email account?
