Data transfer from an old iPhone6S to a new iphone XR

When transferring data to a new iphone during initial setup, do both phones need SIM cards installed for the data transfer to work? The new iphone XR was ordered without a SIM as the plan was to use the old iphone's SIM so we could keep the same phone number and existing AT&T monthly cell service plan.

The old SIM is absolutely not required in the new iPhone to accomplish this objective.


The new iPhone will require a SIM when it’s turned on, as Activation (which requires a SIM) will occur before data transfer.
