I have uploaded a video directly to my iCloud drive, and I wanted to download it from a different PC. I logged into the iCloud browser, but whenever I try to download it, it starts, then after 2 seconds shows 'Failed - File Incomplete' on the file I am trying to download.

We understand that you're having an issue downloading a file from iCloud Drive to your PC. If you haven't already, make sure the file has fully uploaded from the original device to iCloud. If it has, restart your computer and try once more. If the alert appears again, are you able to try using a different browser or network?
