Photos synchronisation

Why won’t Photos synchronise all my photos approx 25000, across all my devices? I have an iMac, iPad and iPhone all running up to date OS. Each one shows a different incomplete set of photos.

iMac 21.5″, macOS 10.15

That's a lot of photos and they will not fit on most devices even with the maximum storage capacity.
