Merging an empty Safari bookmarks favorites list on my iPad emptied favorites on all other devices

I wanted to sync safari bookmark favorites on my iPad with my other devices which were already sync-ed in iCloud. So I first deleted by iPad favorites, reading list, etc on my iPad so they were empty.

Then I sync-ed with iCloud, Safari on my iPad (my only option was to MERGE), which I selected thinking that the empty favorites on my iPad would be merged and then populated by the favorites lists shown on all my other sync-ed devices.

To my surprise, the empty favorites on my iPad, when merged, deleted all the favorites on all my other devices . . . how does an empty folder on one device override other populated selections and delete them when one is merging these lists?? An empty folder can wipe out everything in the same populated folder on other devices?

Thank you for your reply Bailier. I believe I understand your suggested processes for restoring data on my synced devices.

However, would you have any thoughts on the logic of why instead of populating my iPad With the correct synced data, The reverse happens end very other device has data deleted from the synced applications because my iPad data is blank.

My initial thought was that the reverse would happen, all the sync data on the other device apps would fill in the blank fields on my iPad…

It seems like if I buy a new iPad and try to sync it with my other devices, as the iPad fields are empty, it will delete data and all my other devices as well?
