I can't wrap my head around non-Apple users not able to view or download a shared folder/file. Great majority of users are non-Apple. Probably won't become users to download a shared file. Makes no sense. Am I missing something?

For Windows folks the best way is if their PC has the "iCloud for Windows" utility with their own Apple ID:

Otherwise they can access via the www.icloud.com website (which also requires an Apple ID but is accessible from their Windows browser).
Your macOS built-in network file sharing does support being available on the network to Windows-based computers. In fact, it uses the SMB protocol which was created by Microsoft.

Gotcha.
You'll need to use something like Dropbox for that as that allows non-account holders to access a shared file.
You might want to use Apple's Feedback page to make the suggest they allow non-Apple ID holders to access shared iCloud Drive folders: https://www.apple.com/feedback/icloud.html
