I’m updating apps and when I flip away so that App Store is in the background, my phone tells me I’m in low data mode. I’ve checked Settings, and I’m not. I’ve restarted my phone but it still does this. How to resolve?

Did you look at the wifi connection (i) information. It is the network connection that turns this on.
