PDE plugin is a part of the HP software. You have a slightly different manifestation of the same problem as above.
As such, deleting your current print queue, downloading the new version of the HP software, then creating a new Print Queue should solve your problem as well.
READ the Apple articles and follow the links already provided.
remove your non-functioning Print queues.
remove the HP software using HP Un-Installer from the link on the HP web site (provided in the Apple article)
NB>> DON'T skip the steps above, or new Drivers can not be installed!
At That point, when you try to use Add-A-Printer, MacOS should automatically fetch the updated drivers for you.
If that fails, you can download the drivers manually.
to Install software, your Admin Userid and password (on your computer, Not your Apple-ID) is what is always required.
If you are logged in as an Admin User, your Admin username will be shown in the dialog box. if you are NOT an Admin, no username will be shown and you must enter an Admin Username as well as the password that goes with it.

From sources familiar with the matter, HP Inc asked Apple to revoke its printer driver code-signing certificates. It appears this request backfired as it left users unable to print. An HP Inc spokesperson said on Friday night:
We unintentionally revoked credentials on some older versions of Mac drivers. This caused a temporary disruption for those customers and we are working with Apple to restore the drivers. In the meantime, we recommend users experiencing this problem to uninstall the HP driver and use the native AirPrint driver to print to their printer.

However, that "fix" is producing this error for some users:

If you're seeing that, try this fix. Go to System Preferences, select Printers and Scanners. Select your printer from the list then delete (-) it. Then add (+) your printer back and select the generic driver to use.

Update: HP Printer Software 5.1 should now be becoming available through Software Update to fix this issue.
