the restored contacts did not reappear in my contacts list
I lost my contacts when updating the OS. Using icloud I did a restore and got the message it was finished. However, the contacts do not appear in the contacts app.

It sounds like you don't have access to your contacts after updating your macOS. We'll be glad to give you some pointers.
Let's have you take a look at your preferences for iCloud. Go to System Preferences > Internet Accounts > iCloud. Is Contacts checked? Do you have any other email accounts listed here? Is Contacts checked for them?
If not, let's have you enable it and then check to see if your contacts have returned. If not, we have some steps that you can use to restore your contacts from iCloud.
