My iPhone 11 is stuck

My iPhone 11 has full storage and it told me to go make some space, so i went to settings like it told me. When i made it there my phone screen turned black, i can see the swipe up line, time, and battery. If i swipe down both the tabs come down, im unable to interact though. If i turn my phone off and on it will open to that screen again. It wont let me restart it. Please help me i need it for my school.
