Did you check the Files app? That would be the only place you could download a pdf.
Do you have multiple folders in Files? Have you tried a search for the file?
I personally would never use Chrome or any other Goooogle app.
Google already knows more about you than your mother and at least Safari lets you set where downloads go. Use Firefox or Opera if you have an objection to Safari.
Just my opinion.
