i bought a second hand ipad but its i cloud locked how do i unlock it

If you see an activation lock it means that you have to enter the Apple ID password of the Apple ID last used on the device. I would contact the previous owner and ask them to log in for you.
If they dont know the password they can use https://iforgot.apple.com to reset the password or they can contact Apple Support for help :)

Then the iPad is worthless.
