Thanks for sharing this screenshot with us. It looks like you don't have the option to remove these cards. Let’s see what we can do to figure this out. 

Next, let's try to add an active card to Apple Pay, and see if that solves this issue. Here's how to add card:

Also, make sure your iPhone is up-to-date on software. When you navigate to: Settings > General > Software Update do you see any available updates?
