Google home no longer works on ipad

I have an ipad mini 3 running IOS 12.4.8. I had been using my google home through my ipad and everything was fine. I can not get wifi installed where I live so I have an android phone that I use as a hotspot and connect my ipad to it and then run google home on my ipad. Everything was fine until a few days ago when I think my ipad updated IOS. Now I can not get it to connect again and have tried everything I can think of. The set up works, it connects to speaker, speaker connects to wifi but quickly after I get an error saying that I have to go to settings, privacy and turn on local network.... but I do not have this option under privacy, or anywhere else I can find. I have restarted, updated, uninstalled, reinstalled and even factory reset my ipad. Nothing works. HOWEVER, if I reverse things and put my sim card in my ipad and use it as a hotspot, connect my android phone to it and run google home from my phone, it works fine. So it must be a problem with the ipad connecting. I am guessing my ipad has been made redundant and cant do the new update with has the new privacy measures. I am not going to buy a new one so would like to see if anyone has figured out this problem.
