Microsoft Arc Bluetooth on iPad
I was able to pair the Microsoft Arc Bluetooth mouse to my Ipad, but the cursor would not show up

You provide no details of your iPad model; the tags appended to your post suggest that your iPad is running iOS9? If so, then you have an iPad2, iPad3 or iPad mini1.
Older models of iPad do not offer Mouse support - this feature only being introduced in iPadOS13/14.
