2 iphones, 2 separate apple IDs, facetime call on one goes to both phones

I have a work iphone and a personal iphone. They each have their own appleID. Whenever someone facetimes me on my work phone, both it and my personal iphone ring. This seems to only be happening when the other person has both of my numbers saved under my name. However, the number they are selecting for the facetime call is my work number. How do I stop my personal phone from ringing? Handoff is off on both phones. My work phone doesn't have the option for "calls on other devices" and on my personal phone this is turned off. Thanks.
