This is a known issue. HP made an error that resulted in the certificates for its software being revoked.
Uninstall your printer and install again.
Removing and adding the printer back worked! Thank you.
Remove the printer from System Preferences->Printers & Scanners, and add it again.

Because Apple doesn’t have HP printer registration information.

Would your printer be an HP, by chance?
HP mistakenly revoked some software signing certificates, not long ago.
This caused the latest version of macOS (Catalina) to flag the software as unsigned, which is usually indicative of Malicious Software (malware).
HP has released new versions of their affected software.
Check for Software Updates, on your Mac. There should be an update for this.
(Last I’ve seen, the software update directly from HP had another software issue. The version from Apple doesn’t have that issue, as best I know.)
