Remove yellow bar from Picture in Picture, stop auto placing photos

Does anyone know how to turn off this stupid auto placement yellow bars that randomly showed up out of not where when putting a Picture in Picture yesterday it never did this for months and now You can’t even add a border to a photo and out near the edge of a video because it will automatically without asking you it correcting itself and block a portion of your picture.. you’ve always been able to do this without issue it just cuts off the image now
