intercom - Notifications stuck on never and does not provide other options

I have Intercom and it is working on our HomePod and our phones, but my wife's iPad just shows "Never" for the Intercom Notification setting and it can't be changed. It has been updated to iPadOS 14.2 and other Home features work fine. Any suggestions?

You must enable Location services for the Home app on that device.

I updated my mini Home pod and also my iPhone however it is stuck in the “never”. I do not have any option to change it .
