I Get "The mail server "imap.comcast.net" is not responding". Tried deleting Comcast account, powered phone off/on and created new IMAP account again with new password per previously suggested fixes. Still getting same message.

This is not a fix, but it’s a test that you might consider trying. Assuming that you are using the built in iOS mail app, download the Xfinity Connect app, set up you email account in there and see if you can get mail through that.
I am having no problems with getting my email via the iOS mail app so I am suggesting that the mail app itself might be the problem.
