Obviously in order to change a Screen Time passcode, you must know the original code.

What did Apple Support tell you when you contacted them?
If you forgot your Screen Time passcode - Apple Support
If the above fails, you must erase the iPhone and set it up as new.

I'm attempting to erase the iPhone. It won't allow me to because I don't know the Screen Time Passcode...
I've tried resetting the Screen Time Passcode through my Apple ID and it did not work. I am not locked out of my Screen Time Passcode and there is no longer an option of "forgot my passcode"
Correct. This process will now allow me past the 2nd screen because I do not know my Screen Time Passcode and my device will not allow me to reset my Screen Time Passcode. And now I'm locked out for 60 minutes.
It’s the “knowing your original code” part that’s making this problematic...

Did you erase the iPhone? I added that later to the above post.
What happened when you executed the first bullet under “If you can’t erase your device”?
What then happened when you contacted Apple Support as the article suggests?
