I’m getting a -2002F error and can’t get past it

That particular -2002F error seems to correlate with bad DNS numbers.
While in Safe Mode, check the settings in:
System preferences > network > Wi-Fi > (advanced) > DNS ...
they should not be Zero, and should not simply be a repeat of your Router address.
Settings changed in Safe Mode will "stick" in regular mode.

2002F error means your network connection is something wrong.
Try to check router/modem configuration.
can you start up in Safe Mode? (Hold shift at startup)?
I just put in a new ssd and ram and tried to start up recovery and I kept getting that error, I tried using an Ethernet connection and that didn’t work either
What should I look for because my internet is working fine for all my other devices
I can’t get to that screen because I’m trying to get past the recovery mode and that’s where I’m getting the error
It just showed the blinking [?]
wait, what? an ethernet connection should be much easier.
What happens there?

In General—
Power Cycle your router
Disable any VPN or Proxy servers you are using
Uninstall all third party apps that are Cleaners/Optimizers/Anti-Virus
Do a safe boot if necessary https://support.apple.com/en-us/HT201262
Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc. Login and test. Reboot as normal and test as caches get rebuilt.
