OSX Lion installer utilities doesnt start

I have a late 2012 MacBook Air, with a OSX Lion bootable installer USB.

At first, the installer booted and worked fine, but then it didn't finish installing correctly, and I had to reboot back into the USB.

The USB says Installing for a second, and then says Try reinstalling.

BUT THE OSX Utilities Or installer doesn't appear!

I have re-flashed many times, to no avail.

The Utilities are usable, Disk Utility/Terminal/etc boots perfectly.

However, the installer NEVER boots. I tried opening it using terminal, but got "open - command not found"

Please help.

Fixed this!

had to reinstall OS X and then run the installer!

I now have a new problem: how to downgrade from Lion to Snow Leopard.
