Lockdown and iPhone upgrade program

Can anyone tell me why Apple has stopped its iPhone upgrade program in the whole of the UK when Scotland is not in lockdown and the stores are open? It isn’t fair. I wonder if they will apply the same rules if Scotland goes into lockdown and England comes out of lockdown. I think not. After waiting in a queue to speak to Apple service it was confirmed to me that they have definitely applied their ruling to the entire UK and that I have no option but to wait until the English stores open. Very unfair of Apple.
