Can the HomePod mini make emergency phone calls (i.e. to 911)?

I have questions regarding the HomePod. It says it will take IPhone calls - how close does the IPhone have to be to accept calls? Can the HomePod make emergency calls? Can it make any calls? Will it read incoming texts?
