iPad storage graph not calculating categories

Why is the graph for my iPad storage not calculating and showing the categories? It will only show a gray bar. I have already cleared RAM and restarted several times.

iPad storage won’t display Settings > General > iPad Storage: Spinning wheels imply that storage is being computed, but spinning wheels never disappear and storage values never appear. I tried forcing Settings to shut, turning off WiFi, shutting down, and then restarting. That did not help. Any suggestions?
