My iPhone 12 Pro has been frozen during setup at the end of the iCloud update phase (see screen attached) for hours. The phone will not shut down using any of the volume and side button combinations. Totally frozen. Can anyone help?

Yes, thanks! I discovered I wasn't holding the side button long enough. Easy fix.
I had the same problem with my iPhone 12, forced restart didn’t work for me either.
To resolve this issue, I had to restore my phone via connecting to a mac and restoring.
