Blurred out Screen when I swipe down

Every time I was on the unlocked Home Screen and would swipe down, the search bar would pop up. Now when I swipe down, it creates a blurred out screen and stay frozen and the only way to get out of it is to lock and then unlock my phone. Is there a way to resolve this issue?
